Descriptions

This BSS handover statistics provide the statistic of internal Handover on a per BSC basis. It includes intra-CELL as well as inter-CELL Handover:

Inter-Cell Handover

•Attempted Outgoing Internal Inter-Cell Handover

This measurement provides the number of attempted Intra BSS Handover on a per cell basis. This measurement is incremented when the BSC generates an internal handover request for intra BSS (Inter Cell only) handover. This is equal to the number of handover commands sent to the MS for inter cell handover.

•Unsuccessful Outgoing Internal Inter-Cell Handover, With Re-Establishment on the Serving Cell

This measurement provides the number of unsuccessful handover (with successful reestablishment on the old channel), for the observed CELL. It counts only inter-CELL Handover. Receipt of “HANDOVER FAILURE” message followed by successful reestablishment (GSM 04.08)

•Unsuccessful Outgoing Internal Inter-Cell Handover, Without Re-Establishment on the Serving Cell

This measurement provides the number of unsuccessful outgoing internal inter-cell handover (WITHOUT reestablishment on the serving cell). Expiry of timer T3103 for inter CELL handover (GSM 04.08)

•Successful Incoming Internal Inter CELL Handover

This measurement provides the number of successful incoming handover into the observed CELL from the related adjacent CELLs controlled by the same BSC. Receipt of a “HANDOVER COMPLETE” message from the MS in the new (OBSERVED) cell.

•Unsuccessful Incoming Internal Inter-Cell Handover

This statistic provides the number of failed handover attempts from the observed cell to the related adjacent cells controlled by the same BSC. This statistic is incremented by one for each failed incoming handover in the destination cell.

Intra-Cell Handover

•Successful Internal Handover, Intra-CELL, Per BSC

This measurement provides the number of times a call moves from the occupied channel of the CELL to another free channel of the same CELL, on a per BSC basis. Transmission of a HANDOVER PERFORMED message to the MSC (GSM 08.08)

•Unsuccessful Internal Handover, Intra-CELL, Per BSC

This measurement provides the number of unsuccessful intra CELL Handover i.e. an attempt was made to move a call from the occupied channel of the CELL to another free channel of the same CELL, on per BSC basis. Receipt of ASSIGNMENT FAILURE during internal handover.
